Never mind the technology in the bows themselvles ( for instance if i put a Mongolian bow in the hands of an Assyrian or Parthian , ETC ). Who were the most gifted

To be honest, it is impossible to answer. The Mongols were obviously great, but so were Japanese horseback riders, Parthian riders, Seleucid elephant bowman, Welsh bowman (the English weren't that great with bows, they called upon the Welsh for their expertise), or even the American Indians, who were able to defeat mounted soldiers with firearms with only bows on several occasions in small skirmishes.

You really can't compare them like this, because they had different tactics and fought different enemies. If we got the Mongols, Japanese, Parthians and Welsh together, it would depend on terrain, other forces, their leadership, if they were mounted, what their armor and weapons were like.

I need to make a mongolian archer's uniform. Is there some sort of pattern I should use?

I'm not going to worry about the gutal boots right now. If there's a trick to the hats then that would be great too. Thanx.
