Who in the British military in WWII invented the phrase "dehouse the German working class"?
This appeared to be an avowed strategy of bombing not industrial targets, but people and their houses.
To what extent did the technology of the British aircraft contribute to this, since it was not as capable as U.S. aircraft was of quickly getting in and out to strike a target?
Although Bomber Harris apparently repeated the “dehouse” phrase and vigourously pursued it, it was not his invention, it appeared in a Cabinet Office report by Lord Cherwell, the scientific adviser, in 1942.
All Allied bombing was inaccurate, despite advances in radar and navigational beacons it is unlikely that as many as 25% of bombs dropped actually came close to their targets, even daylight bombing raids were not able to guarantee any huge degree of accuracy, weather conditions hampered any navigation advantages of daylight attacks. Daylight raids, recognising the problems of weather chose a secondary target if the primary target was obscured, the secondary target was chosen for attack without line of sight, essentially a huge target – this translates as a city. US and British technology was roughly the same, neither can claim that theirs was a better (more accurate) strategy, the drawbacks to US daylight aerial bombardment policy was that, in order to maintain some degree of protection, the attacks had to be carried out at very high altitude, RAF attacks at night were at a lower altitude but without good moonlight and the best navigation accuracy suffered.
Leaving aside that all factories or industrial complexes would be surrounded by the houses of its workers and their families – fuel rationing would preclude any high-distance degree of commuting – there was a high (75%) chance that any attack on a specific industrial site, even in daylight, would involve civilian deaths, attacks on cities (their size reducing the chances of navigational error) resulted in a better return for armaments used. The obvious use of euphemism (dehouse can only mean killing the occupants) did little to lessen British political and public opinion and/or resolve to continue although there were vocal opponents of the policy.
In truth there were very few Allied precision bombing attacks, those that were carried out required optimum weather conditions and featured elite crews, missions like the Dambusters Raid had to be over-populated to ensure that targets were hit. Even after 60 more years of development, a significant proportion of ordinance does not hit its target now.

How long did the British willing ration after WWII?
I watched this British show once called 1945 house and it was so amazing! A modern family has to live in a home customized to 1945 just as the people at that time did. It was awe inspiring the sacrifice and hard scrabbleness these folks showed.
One of the things I learned was that even after the war the British people willingly chose to continue to ration necesseities for so many years afterwards.
How long was that? And Can you see anyone doing that now in a similar situation or was that just indicitive of the people in that era?
Sweet and sugar rationing ended in 1953. Rationing of bananas (the last item to be rationed) ended in 1954.

This was rationing by the government, not voluntary rationing.
As far as voluntary rationing is concerned, that continues to this day. It's called dieting!!!

Compulsory rationing still does happen from time to time in some countries, including Britain. For example, there has recently been a lot of talk about rationing petrol, which is in short supply:

During any war, basic items are often in short supply, so rationing is quite normal.
