Wwii Advancing Enemy

Spy ring or Nukes - Hiroshima and Nagasaki?

I know that the United States had a very advanced spy ring in Japan during WWII. One spy reported being able to assasinate Hirohito at will, but looked toward the goal of ending the war. My proposal is this:
Get the spyies to kill a number of enemy government leaders by poisoning, capture some, and offer Hirohito an Ultimadum, (rather leaniant) permit hirohito to keep a small portion of his Empire, but reduce their military so that they can not attempt war again. I beleive that Hirohito would have used this to save face and claim that he had defeated the Americans, knowing who really won himself. i think that he himself was not religious and only used the beleifs of the Samarai to manipulate the people. Think it would have worked, cause only the second nuke made a differance. i think this is because Hirohito was only conserned with himself, and found out that he could be killed. think it would have worked?

You read to many thrillers and sensetionalist reports. The Russians agreed to enter the war aginst Japan and honoring the terms of their non-aggression pact with Japan, the Russians gave them the required 1 year notice in April of 1945. Japans Prime Minister resigned in protest and the new prime minister began to entertain peace talks. Japan predicted that Russia would want a strong post-war Japan as a buffer against the Allies. Through out June and July the Japanese made repeated attempts to get an agreement out of the Russians.The Russians would not consider them and the desperate Japanese where forced to deal with the Western Allies. At this point their only concern was to keep the Emporer.
From this point on the facts are forever foggy. What is known is that a Japanese surrender was coming. We also know that the Russians where going to enter the war in mid-August and that they would then be involved in the peace negotiations. It is reasonable to assume that Truman ordered the bomb because Japan ignored the Potsdam Proclomation. However by this time the relations with Russia had already broken down and thus it is also reasonable to assume that the bombs where dropped to get a Japanese surrender before the Russians entered the war. No one will ever know which of these or how much of each drove the decision. The bombs where irrelevant as where the spies. In fact Japan as a warring nation was irrelevant. They where now a miopic pawn in a much bigger game.
