Who are the most under-rated and over-rated presidents of all time? Why?
under-rated: Eisenhower: peace and prosperity, interstate highway system, stood up to communism and military industrial complex.
coolidge: peace and prosperity, and and to follow the worst president of all time - harding (they were in the same party too!)
over-rated:
Andrew Jackson: ONLY president to EVER ingore the supreme court when he allowed the Cherokee to be robbed of their land. Started the spoils system
FDR: WWII ended the great depression, not his welfare programs that lasted well after the depression. gave in to Churchill and Stalin too much during WWII. His court-packing threat was a farce too. AND asked a Japanese-American citizen who was imprisoned during WWII if FDR was a great president!

I don't think FDR is over-rated. Did he make mistakes? Yes, they all make mistakes, but we may have had a socialist uprising in this country had FDR not adopted a Keynesian market approach to many of his solutions.
FDR, after all, brought us Unemployment Insurance and Social Security, and these programs were great economic stablizing forces.
Stalin did take advantage of a frail FDR in his last term. The WPA and some subsidy attempts were fiascos. Internment of japanese americans was a bad thing, but then the rabble might have lynched those people otherwise, so that's a tough call.
I would agree with the judgement on Jackson: viewed with the benefit of historical retrospect, he capitalized on populist views including bigotry, and that had a lot to do with his policy choices.
I would say that Ronald Reagan is over-rated by the right in this country and under-rated by progressives. The Reagan Myth promoted by conservatives and neoconservatives is definitely detatched from reality, and the progressive view is too focused on his negatives. I think Reagan, like FDR, wasn't altogether there in his last term, but strangely... a softened and humbled Reagan made better policy decissions unlike FDR.
JFK was over-rated. That is expected since he was martyred. Civil rights reform was really a Johnson thing. JFK was a quentessential cold warrior, and he could have used a little input from Ike to soften that.
Jefferson's chief accomplishment other than the Constitution was the Louisianna Purchase, and though he had piles of negatives including bad economic policy (he was an economic disaster on trade policy), those two things redeem him and put him deservingly in the ranks of better Presidents.
Hoover is rated appropriately by everybody except folks at the Herritage Foundation and the Hoover Institute.

Churchill was very respectable indeed against the German nazi's. However, this respectability is nullified through his crimes against the Indians. Being engaged in a fight against the nazi's does not necessery mean the goodness of the person that does it. It is like saying that Stalin was a good person because he also fought against the nazi's.
He was an Imperialist trying to preserve Britain's premier colonial gem, trying to keep his empire going at least a little longer.
I don't think you can equate that with Hitler actually going out, and saying "____ are the source of all of our problems, send them to the gas chambers and take over their businesses".
