Can I return this defective POS to eBay seller?
I won a typewriter on eBay more than two weeks ago, and the guy waited till just a couple days ago to ship it. Got here today, improperly packed, broken beyond repair. In the auction he claimed it worked, when it got here the carriage won't advance, keys were broken off, and it won't even type. There's also a bunch of paint damage he failed to mention in the listing.
Is there any way to return it at this point? Won the auction on June 24 and paid June 25, didn't ship till July 6, item damaged beyond repair despite seller's claim of fine working condition. Damage appears to not be from shipping. Did I just get sandbagged? Is there an eBay policy under which I could return it?
Serious answers only, none of this "you bought it on eBay, what do you expect??" crap.

Missouri Town Wins Battle Against Flooding
I need to make a picture board (a scene with face holes cut out so people can take pictures of their faces)...
I have my lumber (1/2" paint grade plywood) cut for the pictures. I'm going to paint the scenes on and jigsaw out the face holes so no problem there.
My question is what is the best way to assemble the bases so it will stand up sturdily. I was thinking of attaching 2X4 triangles with two extended legs on either side of the back. One of the extended lengths would rest on the ground and a sandbag would be placed on it to further sturdy it. The other one would extend up the height of the board. to keep it from getting "wobbly."
Will this work? Are there better ideas? If you've made one of these before and can offer advice, it would be greatly appreciated.
For the record, the scene(s) are of a knight and a princess.
2x4 idea sounds great. The only thing I would do is attach the 2x4s to the frame with hinges so you can fold the legs for transport or storage.
